Is there a Pen Tool in Photoshop Elements 3.0?

Is there a Pen Tool in Photoshop 3.0? I wanted to know if there is, because I can't seem to find it.

Go to the help menu and search for pen tool.

or

look under all tools in the toolbox (click and hold on each tool until you see a flyout menu with the other tools under each button.)

Elements 6 was just announced - maybe you should upgrade, version 3 is really old now. Version 6 does lots of stuff more than your version.
