stop doing situps and start doing cardio - sit ups dont burn a gram of fat, as a matter of fact you cant spot reduce body fat - the only way to get rid of it is by lowering your body fat percentage
find daily calorie intake calculator on the net, enter all your stats and it will tell you how many calories you need a day to maintain, take off 400-600cal off that number and thats how much you need to lose.
eat 5-6 small meals a day (eat every 2-3 hours - it optimizes your metabolism)
5-8 servings of fruit and veggies a day (have lots of veggies to eat in between meals if you are still hungry)
8 glasses of water -carry bottle of water with you and when you feel hungry drink it - we often confuse hunger with thirst (our bodies confuse it)
have complex carbs for breakfast - they give you energy
have protein (lean meat, legumes etc) for dinner - repairs muscle
cardio is the only fat burning exercise and burns fat all over your body (running, jogging, swimming, spinning, elliptical etc) 4-6 times a week for average of 45min, light weight training a few times a week (more muscle=faster metabolism)
dont consume foods that are made of white flour (white bread, cakes, pasta etc.), sugar loaded foods (cookies, ice cream, candy etc) and nothing fried, oily.
of course you can spoil yourself once in a while with a little treat:)

Well, first off that isn't that slow a mile time at all. Also, sit ups will make your belly look larger. The development of abdominal muscles will not replace fat, only add muscle to it.
The best way is by dieting. Exercise is only effective in losing weight if it is done to burn calories. All other exercises, particularly those done to gain muscle (sit up fall under this) don't help you lose weight at all. If anything, they help you gain weight (in the form of muscle). The best exercise you can do to burn calories is endurance running or speed-walking.

Your exercise routine sounds like a good one. Just make sure you are eating the right stuff... no junk food. Lots of vegetables and fruits and protein. I'm sure you know when you are eating something you shouldn't be. Juice has lots of sugar so beware. No pop or chips and you should get to where you think you look good.

run around a park and just run till you feel like you're about to die, and when you get an ounce of strength back, use it slowly. Try to eat more fruits and vegetables. I only eat carbs and carbs and carbs. THe only fruit i like is apples, and i like no vegetables, so that's horrible. I weigh 114 and im only 12

It sounds like you are doing a good job already... I gained some weight in college and I started doing a pilates routine that targets your abs and it worked wonders. Try Windsor Pilates on top of your normal workout.
