ok, do rashes give off some kind of liquid or juice from where it is?
i have this like red area between my but and thigh...it doesn't itch but i hurts in certain spots.
it tends to get the side of my underwear like damp with whatever is being like released from it. it's really strange.
do i have a rash, and what the heck is like coming out of the area?

Clean that area really well and then try putting some baby powder there. Start wearing "comfy" panties instead of the "sexy" ones. Hope that works for you.

1] get some cotton panties with no elastic if possible [ like boy shorts ] so elastic doesn't rub those areas
2] keep area clean and dry as possible - even zap with a blow dryer on cool
3] buy some Tinactin ointment [ for jock itch ] and apply twice a day. Use twice a day for two weeks.
It's the fungus known as 'jock itch' or a 'yeast infection' [ same thing ]. It just landed in the creases of your butt. It weeps a little bit.
If no improvement started after three days, see a doctor.
PS: never sit down naked in a public place [ toilet, gym shower ] without a towel, a seat cover, or at least a layer of toilet paper.

It sounds kinda like a yeast infection of the skin. The dampness may just be sweat. Try a topical antifungal. If you get the powder for athlete's foot and apply a little there, it may help.

You should make an appointment with a doctor...preferably a dermatologist. They see everything, so don't be embarrassed. It could be a number of things...spider bite, allergic reaction to laundry detergent or body soap, or even something from a....ughhh....toilet seat? Again, don't be embarrassed...take care of yourself.
