Call them. They are usually very willing to work with you and will most likely remove the block. They might require a payment over the phone though.

Run to a Citibank service center, and pay it. Sometimes they will allow you to pay it over the phone with a check that they draft from your account. For this privilege, it will cost you $15 or more.
Unless you are doing this from a laptop in a jailhouse and you need to free up your card to get bail, I would wait until the morning.

Pay more than the minimum and pay on time.
Are you over your limit? It's kind of unusual for a credit card to block you over just one late payment.

pay your bill on time , next time! IN the meantime call your citi card and ask what you can do to un-block it.
