Yes, I use them and they should be written in lower case. You can buy them of different lengths. We use them to hold together examination scripts together with students' registration papers. This keeps them bound together in the post when we send the papers off to be assessed. They are also used very much in the Civil Service although personally, I prefer ring binders because it is easier to reorganise files with them than with treasury tags. Do you think this answer is worth ten points?

I'd say lower case unless you work for the Treasury and yes, I do still use them.
