Well in the first place how would u define a first move? if u mean as in asking the guy out for a date, well let me assure u,few woman would ever do tht eventhough shes soo into him..i dont know, maybe we woman are used to the fact tht its always been the man domain to make the first official moves in asking a girl out.although i might say there is indeed woman out there who doesnt mind making tht moves...
but dont fret,although we will not make tht official first moves, u still can pretty much guess whether we are into u or not by the clues we give u if we are interested..we tend to care and show our excessive concern for u and ur well being, talk or chat online with u daily, always find ways to hang out with u but making it not so obvious, try to touch u but subtly.....u get my point.good luck...

No it doesn't always mean that. I mean its like women have a lot of pressure on them if they make the first move to some they come off as hoeish, if they dont with others they come off conceited, either she doesnt like you or she is confused as to which move she thinks you would like most. I think womens should be themself & do what they feel they should do instead of worrying so much about the wrong or right way to come on to a guy. I think conversation exchange is a better indication for thinking if she likes you much or not!

If I really liked you I wouldn't make the first move because if I am going to give you my heart you had better deserve it. You had better be willing to work for it. I give it away too easily to begin with. If I didn't like you I might ask you out just for fun. I refuse to make a first move with someone I really like. (pride in me- sorry guys)

from my experience its we're shy, also if we make the first move it makes us more vulnerable to rejection, which no one likes!
in my experience, when girls make the first move guy immediately expect something from them
if you like a girl and she seems to be giving you the heads up sign then go for it, dont be aggressive and if for some reason she turns you down dont worry. girls are more easy going when it comes to stuff like that

be a gentleman and ask her out.
EVERY girl wants that, no matter how liberal/feminist they are. trust me. oh, and she also may be shy-take that into consideration.
