We have tried taking him out of his cage during the day, putting him in the kitchen, it seems to work for a couple days but then I come home from work and his penis is out. The vet says theirs no infection.

i work at a vet and we have had a dog come in for that same problem.. i think that we determined that he was licking it, irritating it and it was somewhat drying out and not being able to go back in. lol
its not an infection.. but its just not slidign back in as it should..
i say, go get an e-collar... (one of those cone things you put around your dog's neck so that it cant lick anything..) and put it on.
another idea too.. umm you can TRY getting that Bitter Apple spray (that tastes HORRIBLE to animals) and spray it on his penis... then he wont lick..

and neuter him.

lol! omg! well im not laughing at you, im just laughing at the responses to this. well, ummm, just let him be and if it graduates to where it won't go back in at all then i'd call a vet and ask for some advice from them. when he starts to lick his penis, i'd just yell at him and tell him to stop. thats what i do to my dogs. they're big dogs so the licking noise is annoying. what your dog is doing is nothing serious though.

he is a little high strung. Yorkies and the mini's tend to be high strung. trade him for something else that doesn't have such bad habits. or, don't leave him locked up by himself. locked in a cage!!! i would lose it if you locked me in a cage. this is not a parakeet, lady. you are not ready to have a pet yet.

He's a dog....dogs lick themselves to groom and male dogs...even neutered ones will occasionally expell the penis from it's sheath. Is he fixed? If not, I think that is your first order of business.

Hm... well, for animals to lick their penis doesnt seem unnatural... but still... leave it alone is my answer i guess
