Hotels in Washington are very expensive. For a pleasure hotel, I used to recommend staying in the suburbs but I no longer do. If you are staying in Virginia, you're looking at a 25 to 30 minute commute in (I live in Merrifield - it is 25 minutes to Metro Center - then with a change can be 35 or longer) and even longer for Maryland. This means you can't visit your hotel room to drop bags, to freshen up before dinner or whatever.
This leads people to spend their evenings in the suburbs, which are not nearly as interesting as downtown. Because a total round trip of an hour or more is too daunting.
In addition to the previously mentioned Marriott (this runs about $300 a night on week nights) and Best Western, the Red Roof Inn downtown in Chinatown, and the Holiday Inn Capitol Hill are low and moderately priced hotels (be aware that moderately priced hotels in DC run more than $200 a night!)
I usually recommend the Hotel Harrington to budget travelers - who are looking for really cheap. It's about $100 a night, but right in the center of everything.

It depends what you mean by decent rate and how long you are staying. The metro is accessible even in the less expensive suburbs where hotel rates are cheaper, but you should check the location of your business dealings to see what line ( color-track) of the metro you will be most near, as transferring back and forth can be time consuming and frustrating. I recently stayed at the new Doubletree in Bethesda- they had a great weekend rate, it was 159.00 but had a 75.00 voucher for the restaurant, wine, sushi bar, or room service- so worth it as the food was great ( best room service prime rib ever...) and it is right near the red line Bethesda metro.

Last year, we spent a week in DC and stayed at the Best Western Capitol Hill. We always have high expectations when it comes to hotels -- and we couldn't have been more pleased.
Not only was it right in the middle of *everything*-- the price was sooo reasonable!

The last time that I stayed in DC was at the Best Western Georgetown, this hotel was clean quiet and close to everything. Not to mention cost effective!

We always stayed outside DC and took Metro in....rates were excellent in Falls Church and the Metro was cheap and dependable.
