in mech eng a screw block is a part of a linear slide mechanism. the screw block has a tapped hole through the middle of it and some thing (a plate, a frame, something) is attached to it. a threaded rod is fed throug the tapped hole in the block.
in the machine the threaded rod is turned, probably by a motor, which makes the screw block slide up and down its length. it is used to position some other part. think of a cnc cutting table. the screw block would be the part that is driven by the screw rod, and has the cutting head attached.

does that fit the way the phrase is used
