Water is H2O. Hydrogen peroxide is H2O2. That extra oxygen makes it an oxygenating agent when releasing that extra oxygen. That is what is happening when you see it foam(bubble).

VERY SIMPLE, HYDROGEN PEROXIDE IS A HIGHLY UNSTABLE AND REACTIVE COMPOUND OF WATER WHICH HAS AN EXTRA ATTACHED ATOM OF OXYGEN WITH IT. ITS CHEMICAL FORMULA IS H2O2.
SINCE YOUR BODY CONSIDERS H2O2 A POISON IT USES AN ENZYME CALLED DEHYDROGENASE TO HAKE THE H2O2 INTO PLAIN WATER AND OXYGEN. IF IT DIDN'T THE H2O2 WOULD KILL YOU IN THE SAME WAY IT KILLS GERMS.
THIS IS A STRONG BLEACHING AND OXIDIZING AGENT.
