Intellegence wars are fought by proxy. During the cold war the CIA and KGB would get together at bars while their proxy fighters were having their war outside.

Probably the CIA, becaue Russia is all broken up now and who knows how strong the KGB is. You don't hear about it as much as you used to though. So my guess is the CIA
