Yes, I've seen that when I've been in Mexico...particularly the border towns.
Unfortunately, a lot of the people are living in extreme poverty. They can hardly afford to feed themselves, much less an animal. Sad to say, but Mexico is not the only place where animals don't always see the most humane treatment....it is all over. Even in the US, you will find places where these pets have a tough life.
The most reasonable answer is to spay and neuter your pets. And for some countries...they are just going to have to take care of their people first before they can even start to consider the animals living there.

I didnt know that!!!! I did see that it was alot of cats around our hotel complex. Me being a cat person I was in my glory. I seen some really skinny dogs they were cute I wish I could have fed them. I wonder why Mexico dont have animal shelters to put them in? I hate that people act like that towards the helpless,homeless, & starved animals! & most of the animals are friendly. I took a pic with this cute dog I wanted to take him back to Chicago with me so bad.

When you say Mexico im assuming you mean everyone in mexico,but ur wrong...I have an aunt that lives in mexico and she would treat her dog like her own child(she cant have kids) so she got a dog and took it everywhre.she would even put little sweaters on her to make her look cute.This doesnt only happen in mexico you know.This happens everywhere,not just in mexico..It even happens in the U.S.

Visit Asia, Korea for example, we breed them as pets, they breed them for food, HUMAN FOOD.
In the poorer areas, like Mexico, they have other worries so animals are way down their priority list. It is just a fact of life unfortunately.
