I was in HR for over 15 years and will never return. My last position being Executive Director of Human Resources. Many employee's do not understand we are taking our directives either directly from the CEO (as was my case) or some other executive managment. In the event we defend the employee(s) we are viewed as a trouble maker, not a team player, etc..., etc..., etc.... The employee in turn who has no idea we just went to bat for them and put OUR JOB at risk then believes if things do not go there way we are now the enemy and we did nothing to help them or not enough. It's a job where you get no recognition or thanks. Good luck to you!

Because everyone knows HR are just the unofficial minions of the devil. Okay, not really but sometimes it seems that way.
I think the main reason people hate HR is because they misunderstand your function. Most people think HR is an employee focused department that's there to coddle and help employees navigate things within the company. While that's true, the primary loyalty of HR is to the company. Usually, when things come tumbling down, HR will side with the company and not the employee.
It's a delicate balance. On one hand your job IS to assist employees navigate the company. On the other, you have to support the company and its mission. I certainly don't envy anyone in HR. You guys have a tough job!

Many Human Resources departments have the unfortunate roll of playing the liaison between employee and management. Management uses this to their advantage: "Didn't get the raise you thought you were worth? Well, HR said I had to cap it." Human Resources are utilized by many companies as the "watchdogs" for the company in regards to their employees. Payroll, benefits, and disciplinary actions are usually handled here. As a result, all negatives get flung in our direction: we get it from both sides and try to play "Damage Control" to make things smooth out, to play the mediator.
I look at it this way: I am the "unofficial" mediator for my company: All the employees know they can come talk to me. I will help them in any way I may be able to. If it is something beyond me, and I believe they are worth the effort, I will take their case to the higher ups. My employees know that I deal with them openly and honestly, so they can be open and honest with me. If there's a disciplinary action that must be dealt, they are more inclined to accept it from me instead of someone else. In essence, I treat them with respect, and they reciprocate. HOWEVER, I don't work for a mindless, megacorporation either. In my opinion, there tends to be a less personable, more regimented pattern with the mega-corps that create undo friction and tension. As a result, their HR departments(which, btw, I include Personnel Dept. as being synonymous) get the flak!
In YOUR particular situation, I'd suggest growing a thicker skin: the mega-corps don't care about their employees the way a smaller outfit would. Their mentality? "Why should we? There's someone out there to replace them!", not taking into account the time, energy, and money it takes to do just that. They design their HR departments as a buffer between them and the employees; totally opposite to how an effective HR can be handled.
The Mega-corporations are like dinosaurs: the bigger they get, the smaller their brains get. You aren't going to change them. So, unless you opt to a less-stressful position in the company, (say, windowwasher for a 55-story building!), your only other 2 options are to quit or grow a thicker skin.

I can't speak for anyone else, but the HR department at my company is phenomenal. They genuinely care about the people that work at our company and will do anything to make our lives easier. It's nice to know that I have people to watch my back and people to go to if I have any issues whatsoever.

HR is responsible for pay scales which are always too low, and Benefits packages which are expensive to employees and never pay out enough when they need to.
