What parts of the turkey is used to make ground turkey?

Be aware too if you're not already that there are two types of "ground turkey."

Regular "ground turkey" contains dark and light meat (don't know if it also contains skin), whereas "ground turkey breast" has only white meat.
There's a lot of difference in the amount of fat... ground turkey breast has only 1 gram of fat per serving, where ground turkey has about 7 grams or so (the same as "lean ground beef" and ground chicken.

(You can actually make your own "ground turkey" if you want too by just using a crank meat grinder, or food-processing raw turkey meat of your choice and proportion--cube then freeze for 30 min and also cool the blade/etc... then pulse. You can also add seasonings at that time.)

Turkey is in ground turkey. What else would it be? It would be illegal to put anything else in it and would result in a recall. It can be easily tested for.
If you are asking what parts of the turkey are used. The answer is only skeletal muscle is used--by law. Anything else would be illegal.
I assume you are talking about commercial ground turkey from a reputable supplier, like OM, turkey store, con agra. They have a lot to lose by trying to circumvent the law. If not or homemade ground turkey all bets are off. You never know about the small butcher shops and they are not inspected for things like that.
