Poll taxes and literacy tests were devices used in certain areas to keep people of color from voting. Eliminating these tools of disenfranchisement meant more people got to vote. Elections are more democratic when more people vote. The logic is simple the more people involved in making the decision, the more likely the decision reflects the will of the people.

Conversely, efforts to exclude groups of people ensures the results will be skewed to reflect the will of the people doing the excluding.
