Maybe she is concerned that your sisters are in some kind of a situation where they are in "over thier heads" (dream pun for being too deep in a situation they shouldn't be involved in...) You don't say how old your sisters are, the water suggests an emotional component. Is it possible that your sisters are involved in relationships on a level they aren't "mature" enough to approach?

Drowning an unfortunate omen pertaining to business interests, unless you (or the drowning persons, your sisters) was revived or rescued, in which case you will get a chance to recoup your losses thru intervention of a friend.

My mother has dreamed all her life that I was drowning and it wasn't me like I am now it was me seventeen years ago. It's likely just a mother's fear. My mom said to me about it that it was because there's was nothing I could do for myself at the time and that there really wouldn't be much she could do for me. Just have your mom analyze it. If she admits to fearing losing you and your sisters that way then it's likely what it is.

Hope this helps.
