Go to Walmart or Kolhs. They have really nice stuff and it doesn't cost very much. Make sure you get nonstick and stainless steel. They are the best ones.

First of all, don't listen to anyone who says to get nonstick, they don't last very long! Stainless steel is the way to go and believe it or not you don't have to spend an arm and a leg. Shop around, you can always find good deals on stuff like that. Tfal is a good brand, Farberware is really good as well. Or...you don't necessarily need to get a whole set and look for a few really good pieces that she can even add to along the way...good luck!!

Walmart, Revereware, stainless steel, copper bottom 12 pc set $67.00 add a GE food processor $40.00 you're under budget, she'll love it.
Tfal lining sluffs off after time, ending up in your food regardless of using non metal utensils.

I have used tfal and unless things have changed you can not use metal in them as they scratch. I now own from QVC of all places their COOKS ESSENTIALS line and they are oven safe and you can use metal utensils in them.Metal utensil-safe interior lined with DuPont ScratchGuard nonstick coating for easy food release Oven safe to 350F. You can get it in many colors and a 13 piece set is about 120 dollars.. Check out the link Im posting I have the Red and wont ever use anything else.

I don't know brand names, but if you go to Khol's or Macy's they have tons of kitchen stuff and they always have sales. Check them out on line before you go fight the crowds.

i would say a good cast iron set. they can be passed down and i love mine. use them everyday. they have some good sets at sporting goods store or freight liners
