I would not recommend a collar the stops dogs from barking. Not only does it seem humane to do because barking is a natural thing, though it can be sometime irrating which it maybe in your case. In addtion to the negative connotations of those type of collars, they are very costly and depending on the collar brand they are very dangerous when wet or in the case of lightening storms and when short circuit as been known to cause deafing in some dogs. You should really research on those for yourself.
What I would recommend is that you probably take your dog to obedience classes to help get rid of the negative behaviour. Or everytime he does the persistent barking you can correct the behaviour with a "no" or "shh" or whichever word you feel fit for correction.

I bought not a collar but a ultrasound machine which has retrained my neighbours dogs to bark less. They couldnt care less how much their dogs invade neighbours privacy but when you cant hear yourself talk there is a need for some serious training. Collars and stuff too on the referenced site.
You wont stop your dog barking, but you can reduce it by training with your commands to reinforce a collar or ultrasound box.

What you might be looking for is the citronella spray collars, which work really really well! You can pick them up at your local pet store, or online pet stores like Drs. Foster & Smith (although pricing will probably vary quite a bit.) I've linked you to a study that shows how spray collars are just as effective as shock collars!

There are ways to train your dog not to bark even without these cruel collars.
A lot of dogs bark because they're bored. Make sure you're giving him the proper love and attention that dogs require.

I have one on my table here and I dont use it because I decided it was cruel. Dogs will be dogs. They are barkers because they were made that way by nature. If you dont live where your dog can bark, then I would suggest either moving or giving the dog to someone who embraces his bark.
PS: I own 2 dogs. They both bark and they both live in rural america.

I do NOT recommend these collars at all. Not only are they inhumane, but I have seen them ruin dogs.
It is best to train your dog so they understand what is expected of them. Instead of looking for a quick (and usually in-affective) fix, dedicate yourself to properly training your dog.
