I've never met her before, but she is very cute and that is my only motivation for talking to her. Is this right?

Yes definitely go for it! Any type of compliment will make her smile I'm sure of it, even if there's been a hundred guys before you that have done it too. Just make sure youre compliments are sincere and not cheesy. If you can get a smile out of her it will make both your day and hers.

Ive talked to many girls because their cute. If you don't go up and meet new people how do you expect to ever find a girlfriend. Once you meet her you then have more motivation to go up and talk to her the next time and probably more to talk about. Every guy wants a cute chick, theirs nothing wrong with that. Now if you were to say "I'm dating this girl only because she's cute" there would be something wrong in that picture. Who knows you guys might have a lot in common, if so good. She could also be a complete bimbo though in which case it would be shallow to date someone your not even interested in just because of her looks.
