I would contact the venue that is hosting the concert to make sure.
It will be up to them - but chances are you won't.

You need to contact Ticketmaster if that's where you're getting your tickets from and the facility hosting the event. I think for most events it's 1yr and above. Also ask about stroller policies, some smaller venues do not have the space to hold strollers and therefore you would need to hold your child the entire time.
Also have the attendant go over the seating chart with you. You do not want a child this small sitting next to the speakers and have them damage their hearing. You also do not want to be too close because certain effects can scare the child.

Who knows? Each event is different. You need to contact the event planner to find out. Most of the shows we have been to, require a ticket for all children because after all, the show is for children. I think the only time I didn't have to pay for all of ours was when one was a newborn!
Some do say you don't have to pay if the child is in your lap so he/she doesn't take up a seat but others claim that parents then try to take 7 year olds in on their laps...and then end up blocking the view of the folks in the row behind.
So it just depends on their policies.
Call and see. That's the only way to know for sure.

Wiggles usually rents the buildings and sets their own policy, but you should also check the venue's policy.
