When my brother-in-law eats anything that has a dairy product in it, he starts to threw up and gets hives and sometimes a fever and serve stomach aches. He is allergic to dairy or could he be lactose intolerant?

If he drinks milk by itself his mouth gets really dry. Even if he drinks water or something after the milk, he claims his mouth still feel extremely dry.
