Creation is based off the belief that God is infallible. It is based off the reasoning that God's word is law and that everything done is apart of God's plan for the whole universe.
The Bible does spell out the divine law by giving out rules/laws. Approximately 250 laws/commandments/rules are listed in the Bible and if followed to the letter a person could not truly live their life because there is temptation everywhere. And by not living, you are by proxy committing a sin.

>Is god infallible?
Nope. He failed to exist right from the beginning.
>dose the bible spell out his divine law and should it be followed to the letter?
It's a 2000-year-old book. Think about it.

When the bible was revealed (and not altered by people) it was to be followed to the last dot. Unfortunately, after the bible was revelaed many changes were made in it by the disciples or other scholars. As soon as the human mind changed the word of God, it is no longer completely the word of God. The changes made by men in bible are well known to scholars of christiantiy.
On the other hand, Quran was revealed 1400+ years ago and not a single word has changed in it. Since it is revelead by the same God there are many similiarities with the Bible. But since not all of bible is present in its orignial form today, you cannot follow bible without following the changes introduced in it by people.
Quran has been memorized word by word since it was revealed and its oldest text is 100% similar to the text you would find today. This is because God himself says in the Quran that He will protect this book (The Quran) himself. I urge you to get a copy of the Quran and simply read it. If you like it, accept it, if not then there is no compulsion in religion (as mentioned in the Quran)

Yes, God is infallible.
His law is spelled out in His Word, the Bible, but He knows we are incapable of following it to the letter.
That is why, from the very beginning, He planned a way for us to be with Him, anyway.
Jesus accomplished in His life, death, and resurrection what we never could.
He lived a sinless perfect life
He died on the cross in the most horrible manner, forgiving us of our sin.
He rose from the dead the third day, conquering death forever.
And He's coming back for all who believe.
Do you believe?
Do you want to believe?

We have been freed from the curse of the law by the blood of the Lamb and the law has been written on our hearts so that we are able to follow it, if we have received the gift of faith.
We do not build again the thing that we destroyed, and make ourselves transgressors by trying to live by the letter of the law and not by the spirit.
No one has ever been able to obey the law word for word. Jesus Christ came and did exactly that so that he could redeem us from the curse of the law and arose from the grave so that he could come and abide in the hearts of those who repent of sin and believe God to the saving of their souls.

II Samuel 22
31 As for God, his way is perfect; the word of the LORD is tried: he is a buckler to all them that trust in him.
Psalms 19
7 The law of the LORD is perfect, converting the soul: the testimony of the LORD is sure, making wise the simple.
Matthew 5
48 Be ye therefore perfect, even as your Father which is in heaven is perfect.
Numbers 23
19 God is not a man, that he should lie; neither the son of man, that he should repent: hath he said, and shall he not do it? or hath he spoken, and shall he not make it good?

"God" is indeed infallible. It would be best if we followed His laws and teachings. Check the New Testament.

That depends on what your thinking, you left it a little open ended. God is infallible, we just don't understand what he is doing at times, usually when it affects us. I read in a book God's plan is like a mosaic, we are one little part in it and are unable to see the whole of it, but he can.
