No, you don't have to spay them if you don't want to. They cannot have babies sinice they are both girls. But make sure that they are girls, when they are young it is hard for someone who is inexperienced to tell the sex. You may want to spay them anyway because when they grow older they will become territorial and will occassionaly fight each other. They also will be more aggressive to you if they are not spayed. Spaying helps to calm them down considerably, it also helps if they do not use the litter box very well.

It's not good to keep two rabbits in the same cage. If they are spayed it will make them less agressive, but it's still not a good idea.

It takes two to tango, if you have two female & no male there will be no meaningful tangoing and no babies, therefore no need to spay. BUT watch out - occasionally people will mistake the sex...

You don't 'have' to, but they will probably less aggressive and territorial if you do spay.
