I've never heard anyone say it should be, and it certainly is not the case - I know, I have a teenager. They are the most expensive age group to insure, by far.

I have never heard of car insurance being cheaper for younger people. From what I have seen, it gets cheaper the older you get.
One difference is the value of the cars they drive. Older people sometimes have been able to save up more and have more income and have a better credit history. They can afford to get a more valuable car. A younger person may not be able to afford the same car and has to drive something cheaper. In this case, it is possible that the older person is paying more money for full coverage than a younger person. However, this does have anything to do with age. It has to do with the value of the car.

The insurance companies have graphs and charts to verify their prices and the reasons behind them.
Newer drivers have more accidents, and more problems. Ergo, they pay more on insurance, since they have more claims.
