What is a task bar on a computer? Also what is a task manager?

The task bar is where your programs or aplication are displayed when you open them up also your start button is attached to it. The task manager is basically where you customize the task bar.

If you are running Windows XP or Vista:
Look down at the bottom of the screen, you see where the Start button is? Well that bar along the bottom is called the taskbar. Basically it shows you what tasks are running and has icons to begin tasks.
A task manager:
Press CTRL+ALT+DEL, a box will come up with a load of information about the current running programs. That is the task manager, it lets you manage the tasks that are running.

The taskbar is the bar along the bottom of the screen containing the button to your start menu, buttons to change between programs and the clock etc etc.
The task manager is a way of looking at everything that is currently running on your computer - such as programs. From here, you can shut down programs that aren't responding.
It also shows processes, which are all the little things that are going on in the background on your PC.

the task bar is the thing on the very bottom of the screen, the thing with the "start" button and where the time and date is shown. the task manager is the thing that pops up if you press ctrl+alt+delete altogether, you can see all the open applications in your computer, and you can either close applications or open them, pretty useful especially if an application hangs or goes into the "(Not Responding)" phase, just press the three buttons and end the task and it will be forced to close.

a task manager is a list of programs and process running on your system,
a task bar is the usually at the bottom of your screen and contains the clock and start button

the task bar is the list of instructions (and icons) at the bottom of the screen...
The list at the top is the tool bar
