If you were considered a Diety and your judgement was overall, how would you prioritise and what would you make law?

That's an interesting question.

I'm not sure I believe that there can be a such thing as a moral dictatorship, but I'm going to need to think about it more.

If I was a god, I would help my friends and family out. Your question has an assumption built in, in that we would be someone other than who we are if we were a God.
I am a reasonable and kind man, If having ineffable power means losing my identity, sense of self and soul. I do not want these powers of moral imperative if that is the case.
I would think that Sharia law is a form of moral power, it has a spiritual dimension, but you are the one asking about God. Any form of moral control that is rigid and inflexible is not to be wanted, there has to be some control of the decisions made by those who have to obey it. I think that with our God/esses that is called prayer.
There are many mind control cults about that they are certainly moral dictatorships. They are arranged in a pyramid structure, have a charismatic man at the peak, regulate the sexual behaviour of their flock and take all the money they have. Their sexual behaviour is usually perverted.
But, I will answer your question. I would send my angels down to earth to comfort the opressed, to take the burden from the downtrdden and help those who stray from my laws to see the world anew.
That does not mean that my laws are nice fluffy ones, they might not be, who can tell?

Live in a way that your life can be the base for a the laws. Setting those laws, which respect anyone in his being and abdicate from the dictatorship.A dictatorship never is morally correct, because it puts one person above all others.

A deity would not be a dictator or vice versa. But in the spirit of the question:
1. Equality for all
2. Human rights.
(those two are basically two sides of the coin)
3. Survival of the species
4. Survival of the individual
5. Social order, but adaptable to progress

perhaps the term moral leadership rather than dictatorship would fit better.
a dictator is a power hungry bully who uses force to make people comply.
a leader - a true leader - well i don't think the world has ever had one to date.
a moral leader would do what is best for the mass but then what do you do about people who are determined to hurt others or steal or force their views on others etc - alas human nature means a true leader would probably be ousted by a dictator,
sad isn't it.

i'd actually design stuff right the first time, and not hide myself from any sentient beings i create
