You may not have your options set for the .xls extension to automatically open in Excel. You can try RIGHT-CLICKING on the file name, then use "Open With" option (4th choice down, I think) and see if Excel shows up in THAT list, and then choose that.

I agree with the first couple of answers. Do you see the little Excel icon on the file icon picture? If you don't, it's probably a text file or some other kind of file that windows explorer won't automatically associat Excel with because the file could also possibly be pulled up in other programs such as Word or some text viewer program, etc. Depending on the file type, you may not want to associate Excel as the default program to open that file. Basically Windows Explorer doesn't know what program to send the file to. That's why the first answerers said you need to right click the file and choose Excel to open the file if you are going to do it from Windows Explorer.
The reason why Excel opens it from Excel is because since Windows knows you are trying to open it from Excel it will try opening it in Excel. If it can open the file, it will. If it can't it will show some message saying that Excel can't open the file.
If you want Windows Explorer to know to automatically open the file in Excel, the best way is to either save the file as an Excel format or to give the filename a .xls extension.
There could be the slight possibility that your windows registry for Excel is messed up. But you need to be extra super careful if you mess with the windows registry and you should ALWAYS create a back up of the registry before doing so. The registry is like the heart and soul of your computer. You mess the registry up and your computer virtually dies.

Try this:
Command-Line Switches
The /regserver switch will re-register the application, which will recreate all of the application-specific Registry entries and it also recreates the file associations. Since the "Open with" command uses the file associations you'll still encounter errors if the file associations are damaged or corrupt.
Hit Start-->Run and type the command-line switch below into the box and hit Enter (or click OK). Note that there is a space before the slash:
For Word, type: winword /r
For Excel, type: excel /regserver
For PowerPoint, type: powerpnt /regserver
For Access, type: msaccess /regserver

You might have to right-click on the file, and choose the open with option. Then, select Excel and tell Windows to always open up this file with Excel.
What version of Excel are you running?

Try right clicking on the file and choose "Open With" then choose a program (Excel).
If the file was created in the new Excel 2007 format and you are running an older version of Office products, you will need to download the free compatibility pack from Microsoft.

when you open your file on excel
Click on file>Save as webpage...
locate your file>click on save.
now you can open you file on internet explorer
because we may not open file if extension is not compatible and IE and XLS are not similar extension.
