Make sure the fuses are seated properly in the fuse panels, and check all of the connections to both the fluid pump and the wiper motor.
It sounds like you have either a bad connection, or perhaps a relay that is failing. Because the wiper fluid pump doesn't operate all of the time either, the possibility of a loose connection to the system, or a partially broken feed wire or failing relay is quite likely. You need to do some trouble-shooting on the electrical system. Pull the relays and clean the contacts on them. Pull the connectors apart and check for corrosion, and also check your GROUNDS for the electrical system.
Wipers are set to run when you try to use the wiper fluid pump, and yours sticks on, so it is most likely that the relay operating that system is the root source of the problem.

These had a recall on them for this type of thing. What is wrong is in or on the wiper module. Remove the cover from the motor and pull the board out. If it's full of water of the rubbing bars are worn out, replace it and seal the cover to the case. Phone a dealer to see if it's still recalled as some of these had a time limit.

If it didn't turn on or didn't turn off then you could have an electircal switch problem, or if you could turn it on and then when you turn it off it stays there every time. Change the relay, if it doesn't fix it, change the motor.
