More then likely he has an allergy. Most allergies are a result of diet. The first thing you need to do is to change his food to a single protein source and a single carb food. The protein should be something unusual that he has never had like venison, duck, bison or rabbit. There are several high quality foods on the market that are made specifically for allergies:

Also, be sure to bathe him in a shampoo that is made for skin problems...........preferably one that is detergent free. I use Doc Ackerman's Colloidal Oatmeal Shampoo on my dog. Oatmeal is especially great as a skin soother.

sounds like allergies I had a puppy that this happened to and it was allergic to sand fleas which you can't even see when you look at them they are sort of like dust mites I took her to the vet and got a shampoo to was her in it was VET antibacterial antiviral anti fungal and antimicrobial shampoo because this reaction can come form several diff rent causes and the scratching can open sores which can cause infection you may be able to find the shampoo online at pet meds or something but my vet charges about $16.00 a bottle the shampoo helps alot and also fight against ringworm if your lab likes playing in wet areas like most do well I hope it help good luck!

2 things come to my mind - Allergies or thyroid problems.
Take him to the vet. A food trial will let you know about the allergies. A simple blood test will tell you about the thyroid.
I have a yellow lab with both problems. Does he lick his feet? Have bad ears?
The scratching leads me to think its a food allergy. All you do is change his diet.
The vet will help. With either problem, or both, the solution is simple and not that expensive. Labs are notorious for both problems. Don't worry - it's not a big deal and they are easy to treat.
However, I want to stress, I'm GUESSING... I'm not a vet. I just have labs. Please take your sweetie to the vet and let him or her take a look at him ok? =)

sound like he has dry skin, if he really is on a good diet add about 2 tablespoons of corn oil to his food for his skin and coat. Its cheap and will help him.
Bathe him in a shampoo with oatmeal in it.

First you need to determine the cause, only then can you determine the proper solutions.
This can be nothing more than normal shed, mites, allergies, thyroid deficiency, and the list goes on. Unless you are well schooled in these things, you are going to need to have someone look at your dog.

probably take him or her to the vet.
mange is a mite, and contageous.. i'm not saying your dog has mange, but it's a possibility and perhaps time to see what the problem is?
could also be a severe allergy.. even to his food.

it is probably mange. since its getting worse and it has bald spots that is definitely probably the case
