There a few ways you could try this but none will give the same effectas if you dye it.
You could try something called a silver shampoo (the shampoo is actually purple tho), this brings out the blonde in your hair, gets rid of things that makes blonde hair look dull.
You can try lemon juice but be careful if you go in the sun as it can dry hair out just as much as dyeing it.
You can also try things like sun sprays for hair these are a kind of chemical lemon juice type thing, you spray it in hair and then go out into the sun, where you have sprayed it goes lighter. but application can be quite tricky. If you really want proper blonde hair the only way you can gain a true effect is by dye..or a wig....hope this helps.

no lemon juice, that's bad, specially if you go outside.
Mix honey and Suave conditioner half to half, add a couple tablespoons of water, mix it all. Don't heat it, or it wont work.
Apply it to your wet hair (try to avoid ends).
Cover with saran wrap, plastic bag, or whatever works to stop it from drippign (you want your head to feel very moist)
Leave it on for overnight if you can, but any time will do.
If you leave it on for a short time, repeat twice a week.
If you leave it on overngiht, do it once a week.
EDIT: after reading other people's answer, I have to say it again: DONT let your hair see the sun while you have lemon , or honey, on your hair!
Honey is safer than the other answers because it's peroxide is released slower.
You could add tomato paste (the stuff you use for cooking) to accelerate the process, but it will make your hair feel yucky when you rinse it off with water, and it will give you red highlights.

Lemon juice will definitely work, but don't use too much. It's possible you'll end up with a yellow tint.

Mixture of peroxide and water about 25% on the peroxide or less-spray it own sit in the sun or just buy Sun In spray and sit in the sun.

Perhaps a particular shampoo or I've heard lemon juice works.
Just please don't use a product like Sun-In or whatever they changed the name to. If you use it too often, it will kill your hair and make it brittle and frizzy. Trust me, it's like putting acid on your hair if you use too much.

Rinse your hair in cammomille tea and while it's still wet blow it on hot with a hairdryer, trust me, it's crazy!
