when I get my cats registered can they get social security numbers?

If they're purebreds, you'll need the pedigree papers to register them with the various cat fancy groups. Your vet will register your cats with the city once you get the rabies shots (you get a little metal tag), and if your city requires a cat license for each animal, you go down to the city hall and get that, usually from the City Clerk.

Social Security numbers are for people only.

You can't get social security numbers for animals. You can however register them through the animal control office and show you have gotten their rabies shots.
