Because, if the Governor grants a stay or reprieve between the point when the needle is inserted and the time when the drugs are delivered, then they don't want the liability of having the person die or become ill due to infection (septicemia) later.

It would be cruel and unusual punishment to poke them with a dirty needle. Truly, that's why. As long as the person is alive they maintain they should be treated in as dignified a fashion as is allowed.

just cause its another rule. if it wasn't sterilized people would be saying that it's inhuman.
