how do i resize a picture from a PC? jpeg file...?

All image editing programs have a resizing option.

In Photoshop do the following - go to the menu bar and click:

Image -> Image Size...

You can change the pixel dimensions of your image in this dialog box.

Try this on photoshop, paint brush, corel photopaint and ADSEE this has capabilities of cropping your pictures.

Pls. chose only one and master this and go to the next if you want to learn more. Its a one step at a time.
