There are a number of "permitted development" rights conveyed to householders for projects such as this. Basically, if you can fulfill the following criteria, you will not require planning permission:
It must be in the back garden (and not side garden if you are on a corner plot) and there must not be a road at the bottom of the garden.
Site it more than 5 metres away from the house (if nearer it will count as a house extension)
The total of the summer house and all other outbuildings (garages, sheds etc) must not cover more than 50% of the total garden area.
It must not be more than 4 metres high if it has a pitched roof (like that on a standard house) and no more than 3 metres high with any other type of roof (flat, mono pitch etc).
It must be used in connection with the main house, i.e. for use by you and/or your guests but definitely not as a seperate, independant unit of accommodation.
Building Regulations are a seperate issue and you will probably need consent for the instalation of a shower. This is to ensure water is provided correctly and drains are connected in the approved manner.

You will need Planning and Building Regulations permission sorry, especially if you are fitting plumbing for a shower. Everyone needs permission to fit double glazing now also. It's to do with Government Energy Efficiency scheme. What you have to consider is that if you sell your house anytime in the future, the buyers will wish to see the appropriate certificates for any work carried out.

you dont require planning permission for a summer house you will require building regs for the water and electric but be careful if you make it to elaborate they may order you to remove remember it is a summer house that does not require planning permission in theory but if you attempt to convert into what you require ie a granny type flat the goalposts will change be advised that the drawing up of plans will be required and if you do in fact carry out your intention a normal off the shelf summerhouse will not satisy the plannining authorities it will have to be more substansial.
the council will not allow you to put running water and permanent electrics in a normal summer house just warn you the planning application will cost almost £2000 BY the time it is finalised

A Summer house and a "granny flat" fall into different categories, Be sure you check with your Local Authority before doing any work which may have to be removed in the event it does not comply with current regulations,

you may need planning and you will certainly need building regs ..a summer house does not normally need planning or building reg ..as it is normal to build out of wood ..it must not be taller than 3 metres .. but once you add electrics and plumbing then its a different ballgame

my mum and dad had a 4 room extension on their house 4 years ago, and they had to inform the council and the council informed local residents and all that. You cant just do it! :)
