It's all about the local police auctions. Here in Modesto, I've seen pallets with 20 - 30 bikes selling for as little at $10. Keep in mind that you will probably need to recondition these bikes. Get a business license and start dealing with distributers that can get you parts much cheaper. Try something like J&B Importers. They are friendly and helpful. Good Luck!

Although they won't be reconditioned, you may be able to obtain bikes from police departments.

Explain in a proposal letter (do not just call them) them what you would like to do and that you are willing to make a contribution to their fund in exchange for the unclaimed bicycles they have. Give them your contact information. After sending the letter, follow up with a telephone call after 2 weeks.

You can send this letter to several police departments. Some of them will be happy to cooperate with you, others may tell you that unclaimed property is sold at auction. Most of the auctions are public so you may go to those as well.

Be prepared to accept some bikes in very bad condition, and others that are not MTBs.

watch your local http://craigslist.org there are lots of bikes on there, thrift stores is another place along with garage & yard sales.

when I was in school, I worked for a bike shop in Sacramento that reconditioned bikes and sold them for half price, you might find a shop that does that, Call around.
