No he's not a resident of Italy he wants to go visit his sister who lives in Italy he's from Albania but he isn't allowed to go to Albania because he is a refugee so he has a Travel Document which they said he needed to travel to Italy but my uncle is saying he needs a visa and something else. Does he need a permit to get into Italy?

Don't understand this lol my uncle told us we have to go on the italian consulate in miami and that site really doesn't say what he needs to do

is your father by any chance from Italy? .and a permanent resident in the US? if you father is from Italy , of course he will not need a visa, it goes without say that he needs a passport with 6 months left of validity at his departure.and his passport of Italy ,if he is from Italy.
so his travel form?
Green Card holders are entitled to depart the United States on vacation or for work purposes. However, there are limitations on how long an immigrant can stay outside the United States without losing his or her permanent resident status (Green Card). A document called a "Reentry Permit" must be obtained from the USCIS in many cases.
is that what he has? a # Reentry Permit # ?
make sure you father is aware that he CANNOT stay gone for longer than 6 months without prior authorization from the USCIS in advance ,he could loose his permanent resident status.
come back and edit your question with the little pencil under your question, and add comments if you wish?
tell us if you wish ? if your father is an Italian citizen?or from a country in the schengen zone?
