2 main reasons:
allergy to the plants in the grass
bites from the insects in the grass

you feel itchy after playing in the grass because the little "soft" blades of grass are actually rough. Run you fingers down a blade of grass then do it in the other direction. Feel the difference? So, these blades make little breaks in the skin like a scratch, an irritation. Could also be bugs if you have welts, but more likely it's just the course grass.

Like helpfull said, if you don't have obvious insect bites it's probably tiny little scratches. This happens on a very large scale when you walk through corn fields with bare legs or arms. It feels pretty awful. Aloe Vera would probably help soothe this irritation.

Little insects called "chiggers".

Chiggers or "red bugs" are the larvae of mites belonging to the family Trombiculidae. In humans, chiggers can cause intense itching and small reddish welts on the skin. In other parts of the world, chiggers transmit scrub typhus; however, in the US they are not known to transmit disease. The intense irritation and subsequent scratching may result in secondary infection.
