actually, the "other consideration" that they refer to is the descriptive narration that accompanies many popular shows: The Simpsons, several PBS shows, popular movies, etc.. In order to find it, you need to put your tv/vcr on SAP. If the show is offered in Spanish, that's what you'll get. If it's the description, then that's what you'll hear.

Basically the sponsor(s) footing the bill for the captioning and buying ad time on the show.
