If i were you, i would get the Canon PowerShot SD750 (silver), because i have it and its awesome, but get a 4 gig memory card so you can hold tons of pictures. This has everything you want and more. Good luck!

All of the major brands are good. Choose a brand that appeals to you. Then you have to think about getting a spare battery, what size memory card, if you want an extended warranty, how much you can afford, what size zoom, if you want manual controls, the size of the camera, finding a reliable place to purchase it, and the list goes on and on and on.......
The first thing to realize is that almost any digital camera will take good pictures. If more people would read the manual more than once, they would be able to take better pictures. Usually, the person assumes it is the camera when it could be them not knowing exactly what to do. Just give yourself more photographic knowledge by doing more reading on the internet.
I really believe buying a camera is an individual choice.
The person needs to read alot of reviews on cameras so they can decide on the features that they really want and need.
Go to the store and hold them so you can see if they feel comfortable in your hands. If possible, take some pictures in the store to check the quality of the pictures.
I can only give a suggestion of what to look for in a new digital camera.
Good Luck

If flash performance is important then you'll want a camera that supports an off-camera flash unit. The built-in flash is limited, produces harsh, direct lighting and gives an almost 100% guarantee of "red eye". Yes, "red eye" can be corrected but why waste your time when you can avoid it? An off-camera flash eliminates "red eye" and can be "bounced" off the ceiling to give a softer, more natural light.
You didn't specify what you wanted to take flash pictures of at night. People? Buildings? If so, an off-camera flash will give better results. Just remember the "Inverse Square Law" - light loses intensity the farther it travels.
To test this, have 4 of your friends stand about 3' apart in a line. Now take a position at about a 45 degree angle to them, focus and, using your flash, take a picture with the middle 2 people centered in your viewfinder or on your screen. The person closest to you will be over-exposed and the one farthest away will be under-exposed. Try another one with them facing you so your camera is parallel to them. Again, make the 2 middle people centered. They should be properly exposed but the ones on either end won't be.
If, on the other hand, you want to take pictures of the night skyline, your camera will have to allow full manual control and have either a "T" or "B" setting on the shutter. It must have a tripod mount and accept a cable release. Here is an example:
City skyline in distance, ISO 200, f8 @ 15 seconds.

I would personally go for the Powershot 720is because it has a nice range optically, has image stabilization, uses SD/SDHC media (available all over), uses AA batteries (again available all over). Pair this with a high speed charger and rechargeables (I love my 15-minute energizer charger set!) and you have a great little set-up.

A definite placement between the 2: canon and sony.
These cameras are the absoulte best. Not in price to me, that is.
But nowadays, if you look for quality, then look for that massive price tag.
The sony cybershot SD800 is the best one so far, but I say if you don't want that, choose the Canon powershot SD870.
Both excellent ratings, but I still didn't want to make it obvious. Choose Sony!
