Rev 17:9 -
And here is the mind which hath wisdom - Here is what requires wisdom to interpret it; or, here is a case in which the mind that shows itself able to explain it will evince true sagacity. Prof. Stuart renders this, “Here is a meaning which compriseth wisdom.” It is undoubtedly implied that the symbol might be understood - whether in the time of John, or afterward, he does not say; but it was a matter which could not be determined by ordinary minds, or without an earnest application of the understanding.
The seven heads are seven mountains - Referring, undoubtedly, to Rome - the seven-hilled city - Septicollis Roma. See the notes on Rev_12:3. (d).
On which the woman sitteth - The city represented as a woman, in accordance with a common usage in the Scriptures. See the notes on Isa_1:8.

This was a dual prophesy, one of the meanings was for those reading that was about to come true shortly after it was reveled and one was for the last days before the Lords return. Rome was the first location as for the second I am not sure it very well could be a country maybe one that hasn't yet emerged to power or may just now be coming to power such as the United Nations. and the hills could be different powerful country's that forces would be used to control and the heads could be the different leaders of the United Nations. The woman could be the money people behind the head who are the real power, and control through greed and selfishness.

The common belief that the city referred to in Rev17 is Babylon in present day Iraq and not Rome which is famous as the city of 7 hills. Only the ruins of Babylon can now be seen but Rome still flourished as one of the major cities of the world.

It is Rome, the famous city with seven hills. It is as clear as one could possibly hope for: the author wrote during the time of the Roman Empire, and said that of those seven rulers 5 had already fallen at the time he wrote, one was currently ruling, and one more was yet to come. It clearly was about the Roman Empire as it existed in the time the book was written.

From what I have understood, John was referring to Rome, the city famous for it's seven hills. Many say that this city also symbolized all evil in the world - Any person, religion, group, government, or structure that opposed Christ. Whatever view is taken of the seven hills and seven kings, this section indicated the climax of Satan's struggle against God. Evil's power is limited, and it's destruction is on the horizon.

The city of Rome is built on seven mountains. These signified by the seven heads of the beast on which the harlot sits...

The seven heads represent seven kings, yes, not the seven hills, further on you will find the Great Whore sits on seven mountains, these represent the 7 hills of Rome, Italy, specifically Vatican Hill.


Few may realize that the RCC headquarters on Vatican Hill is considered an entirely separate country from Italy, the USA and other countries even send ambassadors to the Vatican.

I have no idea. I have heard several people teach that it refers to the Vatican, but I do not know if they are correct. I just want to say that DanielC is incorrect, at least about the Washington D.C part. Washington D.C. is built on reclaimed marsh land and is barely above sea level. If a hurricane ever hits the Maryland shore, the surge that would be shoved up the Potomac would put Washington D.C. under possibly 10 feet or more of water. I think we can safely say that it's NOT Washington D.C. God bless!!

Rome, but not the Italian Rome but instead the Rome as in the seat of the Roman Empire. That's the traditional answer.

Christianity has generally allowed for many, many interpretations of the Book of Revelation and so any further answer would need to be much more detailed. Be aware that the current mania for dispensationalism is pretty well a new fad of the last 250 years ( a brief period in a 2,000 year old religion.)

Vatican City, which is the woman and the home of the Catholic church, which is the bride of Christ. On top of the seven hills are the seven ruling precepts of the Church. Shall I tell you more, like on the Popes Scolls of Authority are written the latins words that add up to 666. The reason why Revelations calls the bride a harlot is because in the last days the church will try to set up a Kingdom for itself, in the name of Christ, but will fail. A beast will rise up out the sand of the sea of people, which is who? Ah the cruz of the whole story, but I shall leave you with that mystery.
