Considering that Jesus, being God, was the author of the Scriptures, I would say yes. Of course, the Scriptures they had was the Septuagint, the Greek Old Testament, which both Christ and Peter quoted from. And what was Jesus' attitude towards "tradition" and the word of God?
Mat 15:2 Why do Your disciples transgress the tradition of the elders? For they do not wash their hands when they eat bread.
Mat 15:3 But answering He said to them, Why do you also transgress the command of God on account of your tradition?
Mat 15:6 and in no way he honors his father or his mother. And you annulled the command of God on account of your tradition.
Mat 15:7 Hypocrites! Well did Isaiah prophesy concerning you, saying:
Mat 15:8 "This people draws near to Me with their mouth, and with their lips honor Me; but their heart holds far off from Me.
Mat 15:9 But in vain they worship Me, teaching as doctrines the precepts of men."
And Paul:
Col 2:8 Watch that there not be one robbing you through philosophy and empty deceit, according to the tradition of men, according to the elements of the world, and not according to Christ.

No they were all about Sola Fide. By faith alone unto salvation. Salvation was a permanent one time act and the fruits of the spirit followed. Their growth came through learning God's Word and then the works that one would do after their spiritual conversion would be evident throughout their lives. Although not perfect but being perfected through time by God.

All the disagreements Yeshua had with the religious leadership of His day were because of faulty interpretation and practice by those leaders. Things like the noahide laws, talmud, and midrash had built up over the years until they were a religion all by themselves.

He not only relied on scripture, he equated Paul's writing with scripture.
Now Paul: 2Timothy 3:16 All scripture is given by inspiration of God, and is profitable for doctrine, for reproof, for correction, for instruction in righteousness:
These scriptures were what we today call the Old Testament.
And finally, Yeshua Himself: Matthew 5:17 Let there be no thought that I have come to put an end to the law or the prophets. I have not come for destruction, but to make complete.
18 Truly I say to you, Till heaven and earth come to an end, not the smallest letter or part of a letter will in any way be taken from the law, till all things are done. 19 Whoever then goes against the smallest of these laws, teaching men to do the same, will be named least in the kingdom of heaven; but he who keeps the laws, teaching others to keep them, will be named great in the kingdom of heaven.
And, one other: Luke 16:29 ...But Abraham said, They have Moses and the prophets; let them give ear to what they say. 30 And he said, No, father Abraham, but if someone went to them from the dead, their hearts would be changed. 31 And he said to him, If they will not give attention to Moses and the prophets, they will not be moved even if someone comes back from the dead.

NO! Jesus' Sermon on the Mount is evidence enough of this. Most verses are of the pattern "It is written ..., but I say unto you ..."
