If the person is a non Christian, biblical arguments won't work.
For biblical arguments to work the person you are talking to must first accept the authority of scripture. If they don't accept the authority of scripture you're just wasting your breath.
Just remember that people don't convert others. The Holy Spirit does. If the soul is not prepared then no words of yours will matter at all. Just instead follow the Master's example. Love others. Meet their physical needs first. Be patient and after you've built a relationship with the person wait for God to open the door.
Religion is a very personal and private issue. You can't talk about the most personal aspect of a person's life as a stranger. It can be as offensive as some random person you don't know coming up and discussing your sex life. There is no shortcut to speading the word. Live it yourself. Spread it through love and example, and when the person you are trying to reach hears the Holy Spirit knock, very often they will initiate the discussion themselves and they are much more receptive to your answers when they inititate the discussion.
First, middle, and last however is love and patience.

Use the Romans Road......
First go to the book of Romans and in the margin or at the beginning of the book, write down Romans 3:23
Once you go to Romans 3:23 put a number "1" next to it and them mark in the margin Romans 5:12 Put a 2 next to 5:12 you will do the same with the following ....6:23, 5:8 and 10:9 and 13. This is a good way to reference your bible to tell someone about Christ. By marking the verses with the number and the next verse, you will always know where to go next.
Here is a run down of all the verses.
1. Romans 3:23
2. Romans 5:12
3. Romans 6:23
4. Romans 5:8
5. Romans 10:19 & 23

I can't give chapter and verse; but as an evangelist you probably recognize this one. "Speaking the truth in love..."
That verse should stop a lot of condemning, judging, and relegating others to hell. I believe people are already aware of their sins. They don't need anyone to point them out. They need to study and overcome their false preconceptions of God and the Bible. There is so much in modern churches that are so false that it's quite understandable why many non Christians can't believe. I can't believe a lot of what is being taught these days. But I know the Bible and I have that advantage. Many, if not most non Christians don't. They only know misguided interpretations of the Bible and who can fault them for their unbelief for that?

If you are approaching someone who is not a believer or is ignorant of the bible then I would leave out the bible verses. I would talk to the person and get to know them and then tell them about Jesus in your own words. The bible study can come later when the person becomes interested.
I'm not a Christian, but I think that would be the best way. I know that if someone is talking to me I would rather hear about their life, and how Jesus changed their life rather then hear quotes from he bible...which I've read.

Psalms is so beautiful. Particularly I love to show Psalms 37 to those wanting to know about Jesus and his Father, and truthful Bible standards:
8Â Let anger alone and leave rage;
Do not show yourself heated up only to do evil.
9Â For evildoers themselves will be cut off,
But those hoping in Jehovah are the ones that will possess the earth.
10Â And just a little while longer, and the wicked one will be no more;

These scriptures are wonderful ways to witness to the one wanting to know about man's future, and that there is hope and certainty that the wicked people in the earth will be destroyed soon.

In other words, stop assuming the Way God has shown you is the only Way. This proselytizing is growing very tiresome, people. If the Christian churches did more to appear morally worthy (instead of just attacking gay people) these days, that would count more than these endless recruitment efforts using its own Holy Book.

I would have to say it is more important for you to discuss your personal reasons for faith, rather than quoting from any part of scripture. Seriously, I'm agnostic, and if you came trying to preach to me, you'd have to start with why you believe that God exists in the first place, then follow up by convincing me he had a son who inspired the second half of the bible, before you could use Jesus' name with any more authority than, say, Mark Twain's.
I love Mark Twain quotes though. If you've got any of those in your sermons...
