Skip the pads, you are only teaching that its ok to eliminate indoors by using them.

Buy a crate and start teaching him to go outdoors.

As long as you spend the tiem with him and catch him in the act and put him where he is supposed to go he will catch on. Make sure you spend the necessary time, I have a 10 week old German Shepherd and has been doing awesome with the potty training. It takes time and make sure when he goes where he is supposed to give him a ton of praise!!! I do use a crate, he hasn't started to like it yet but he will. Crate training is good because they will not go where they sleep unless they cannot hold it any longer!!

Do you want him to go outside to do it or stay inside. If you want it outside just leave him outside for a while with or without you. He has to go some time. Maybe leave out a puppy pad or a mat he goes on so he knows to go outside. eventually he will know not to do it inside. Or try cleaning the mat to get rid of the scent. Once he has his scent on it he'll want to go there. I guess you could crate train him, but Ive never done that and don't know anyone who has so I wouldn't know how good it is.

Potty training can be so frustrating! Be patient, he is only 10 weeks old! A puppy is not fully in control of his bladder at such a young age. You have to be diligent, you have to catch him in the act everytime he does it. Then you have to get him onto his pad. One thing that works with me and is highly recommended by most breeders is to crate train. Most dogs will not soil their sleeping quarters willingly. If you crate your little guy, make sure to take him out every hour or so to do his business. Praise him like you've lost your mind everytime he does it on the mat or outside. He may soil his crate at first, but if he is still doing it after several days, then I am sorry to say that you arent getting him out often enough. Also try to time his needs to go. Take him to his mat ANYTIME you see him sniffing around, he is looking for a place to pee. Take him to his mat or outside when he has eaten or had a drink, maybe 15 minutes after. And wait him out. If he shows no interest in going, play with him for awhile but stay close to the mat or stay outside until he does what he needs to do. And remember, praise. Lots of praise! My puppies were usually all trained by 12 weeks, but I still had to be responsible and make sure they got out as much as they needed to. Try to limit his water intake when its close to bedtime. Another time to get him to the designated area is after he wakes up. Actually, you ought to get him to the mat or outside the second you take him out of the crate, everytime. Make this a habit. They almost always need to pee after a nap. You'll do ok, just keep on top of things. It might seem like a pain at first, but you will be proud of yourself in the end. And have a nicer smelling house, too! :)
