Yes, phobia is utilized to mean fear but it is often fear that leads to hatred. Homophobia, for example, is not necessarily a fear but a strong dislike (or hatred for) homosexuals. Many disorders are categorized under phobia even though they may have more to do with hatred (or seem to). Misopedia may also be used in extreme cases. Most boil down to pedophobia. Ephebiphobia, as someone above mentioned, is a fear of youth. This kind of fear is brought out in movies like "Children of The Corn" *shivers* and "The Exorcist". Whoa... and from what I just read in Wikipedia "The Parent Trap" is considered ephebiphobic. WTH? Something's not right there. Oh, Wikipedia.
Personally, I think there are far more pedophobes in the world than anyone cares to admit. I find that people in positions of power often tend to abuse that power. Same goes for parents, not all, but some. Children are treated like lesser beings in society. They can be harassed, assaulted, victims of domestic violence (and yes, my dears, ALL hitting is violent. This is not my opinion. This is fact), and all within their own homes? Think your kid needs a good smack for not doing what you tell him to do. Oh, lovely. How could it be wrong when EVERYONE does it?!
*Vomit* Ech. Bleah. Sorry. This is one of the few topics in which I will outright tell anyone that they're wrong, but if need be, I will. Discipline and fairness are done with love. Hitting is not. Yelling is not. Verbal abuse is not. "Just a tap", or "only when he/she deserves it" or "I spank, I don't hit" or "over a diaper" is NOT. I'm not saying everyone is a pedophobe, especially not in the "hating" realm. I do, however, believe this world is full of pedophobes AFRAID of children - afraid of what the rest of the world will think if their children don't behave perfectly. Age-appropriateness goes out the window. I see mothers and fathers hitting or screaming at their 2 year-olds for having an age-appropriate temper tantrum far too often. Why? Probably because they're afraid of what it means about them as parents, of what people will say, of embarrassment, of frustration, of not adhering to the societal norm (which is, still, that a kid being a kid should be smacked, let's get real), of the fact that THEIR child should not be in control constantly. And so they take it out on that child. Absolute power, as they say, corrupts absolutely.
Sorry, your question only asked for a word. ;-P I know that there is a difference between 'a small hit' and actual physical abuse but either way, it's assault. And this "tap", "pat", "touch", "spank" agenda makes me crazy. If you're going to hit your kid, admit it. Don't make it less than what it is. I know I'll get flak for this but hey, sucks to be in the minority and believe that kids shouldn't be mentally or physically punished, right? "Ooh, I'll have the WORST kids ever!" Please. Discipline and punishment are two very different balls of wax and I believe there is too much pedophobia going around. The authors of the old fairy tales were about as pedophobic as they come. too.

Well, some close terms for fear/dislike of children and youth are:
pediaphobia
ephebiphobia
So I guess a noun for that type of person would be pediaphobe and ephebiphobe.
