My license was suspended in virginia and i am going to pay the court fees but do i need to still pay the dmv restoration fee if i am moving to ct and going to be getting a ct license in a matter of a week.

Yes. When you try to get your new one the dmv in CT will refer to you old one to make sure you have a valid license and they will see the it is suspended. The best thing to do is pays the fees in VA so there's no major hold up in CT so when you move the only thing you'll have to pay is the fee for updating you general info.

yes just an administrative transfer.
did this last year. exchanged the NJ license for Nevada one.
