Sorry but even the Motel 6 is higher than your question. It will be about 6 miles north of the National Mall and cost $65.00 at a special rate and normal standard is $79.00. You could try the suburbs, and join the commute.
This is my help from Washington, DC U.S.A.

A lot of the hotels in the area for that rate aren't that great, most have a revolving door. There are a few hotels on new york ave ne that are pretty cheap, one is the Ramada, also the Howard Johnson's. Their are a few others near there but I cant remember the names. It's best to book in advance if you want a cheaper rate, if you show up and try to get a room they'll charge you more.

Try to book outside Washington, D.C. -- Close to the Metro subway system in Virginia or Maryland. It's cheaper and safer. If you have AAA, Sam's Club membership, etc., you may be able to get rates under $60. You'll have bigger rooms, more amenities, and be safe. Wishing you the very best.

Hotels at that rate are pretty scary in DC.
I recently stayed at the Hilton in Greenbelt for only
$99 a night. There were other cheaper Greenbelt hotels too.

For that price, you need to go to priceline for any chance (I've gotten decent places for $55!). To book directly, you are not going to get that price.
Try Arlington and Alexandria - both in Northern, VA.
