Why can't others have visions?

No one is exactly sure why they happen and there probably are different causes. Neurotransmitters, gaba, chloride and ion channels, etc. are implicated. Something goes out of whack is the simple answer.

If non-mentally ill people had them, they'd either be mentally ill or have epilepsy or another neurological disorder.

If by “visions” you are simply referring to hallucinations, yes. Before I found out I had brain cancer, I was having seizures accompanied by visual, audio, and olfactory hallucinations.
