Anytime someone is pulled over for a traffic violation it is technically an arrest.
There are four parts to constitute an arrest;
1) intent
- I've stopped you because of a traffic violation
2)authority
- I'm a sworn police officer in uniform and a cruiser
3)control
- You've stopped so I have control over your actions and can use force if necessary to effect the arrest
4)understanding
- You know that when you see lights and hear a siren you stop.
If you want to talk about what people are most frequently put in handcuffs for, I'd say OVI/DUI depending on the wording for your state.

The actual charge tends to vary but the most common reason people get arrested tends to be know as contempt of cop. otherwise know as public stupidity.
