My first question would be why would a 20 year old want to go out with a 16 year old little boy, what could they have in common, this tells me two things, one the fact that the parents allow it tells me that they are obviously caught up in their own life to care and they need to be thrown in jail, and secondly this kid is raising himself. the fact that this 20 year old probably child like person is interested in a little boy is very unconfortable and this person needs to see a professional. If you have knowledge you should really tell someone, and make sure you tell on the parents so that their sorry asses will be thrown in Jail.

A 20 year old is not a girl. She is a woman and well, you are a teenager. I wouldn't want to learn how to drive in a Ferrari and driving 150 mph is illegal when the speed limit is only 55.

Depends if the state they live in has laws about the "age of consent".
16 is considered the age of consent in some states, and with parental permission this relationship (or if the genders were reversed) would be permissable. In other states, it might still be considered statutory.
