Troops are immunized against several agents that may be used in bioterrorism, also known as germ warfare. Hence soldiers remain available to fight the enemy. Hopefully there will be enough vaccine available to immunize those exposed civilians so that the bacteria or virus in question can be contained, that is, the disease will not reach epidemic proportions.
